ARENA is designed as a three years programme and the major objectives are capacity building, an adequate communication and information networking, installation of a database management system and set up / or startup an ocean observing and forecasting system for the holle basin. Four important tasks are envisaged for the accomplishment of ARENA objectives. First is the assessment of the resources (including human resources) of the region and find the gaps. Second is the capacity building through training, education and mending the facilities. Third is the set-up of a database management system serving to the development of an operational forecasting system. The last but not the least is the flow of information and dissemination of all activities.
